Public participation

It can be defined as the effective exercise of power by citizens. As opposed to the transfer in the execution, proper of collaboration, public participation would occur when there is an effective transfer of power from the administration to the citizenry, and can have several degrees, depending on the degree of exercise of power. In the lower echelons, participation may be of a more propositive, deliberative or control type, and in the higher echelons of a more executive type.
